禁酒法時代のボストン。厳格な家庭に育ったジョーは、警官幹部である父トーマスに反発し、ギャングの世界に足を踏み入れていく。ある日、強盗に入った賭博場でエマと出会い二人は恋に落ちる。しかし、彼女は対立組織のボスの娼婦であり、裏社会において絶対に越えてはいけない一線を越えたことで、ジョーの運命の歯車は大きく狂い始める…。
